I had a crazy idea a couple nights ago. It happened right after I nearly got hit by a car while walking.

Here's my idea: If a automobile driver hits a pedestrian, bicyclist, or motorcyclist (the three "vulnerable road users" according to the NYC DOT), in addition to whatever other consequence they are subject to, they should be forced to re-take the written and practical driving test.

The purpose would be to force them to re-learn things like signaling, right-of-way, and the purpose of "stop lines." It would also take off the road folks who maybe shouldn't be driving because they are too stupid or infirm, or both to be operating a motor vehicle.

I like it! Unfortunately, it seems that more often than not the person who runs down another road user isn't even charged with a crime, as long as he doesn't try to flee the scene.
